Metro Manila mayors asked to transform vacant lots into parking areas

The Department of the Interior and Local Government (DILG) has advised mayors to transform vacant lots into pay parking areas or public utility vehicle terminals.

DILG Undersecretary Jonathan Malaya said this set-up will be a long-term “win-win solution” as private lot owners can earn extra money for leasing their idle space to motorists while local government units will have a place for vehicles that are obstructing roads.

“We encourage our mayors to step up and work closely with private homeowners and entities so that their idle and vacant lots can also be converted to pay parking spaces,” he said in a statement.

“A possible parking space negotiation with vacant landowners, if done properly, will be a great help in easing traffic and ridding streets of illegal parking,” he added.

The DILG made the proposal amid its nationwide road clearing efforts being implemented by local government units under the Memorandum Circular No. 2019-121.

Malaya said local chief executives can be creative in enticing private landowners to cooperate with the government’s traffic management advocacy by implementing measures and policies that can benefit them.

He said the LGU may consider giving discounts in the payment of business permits and other regulatory fees to land owners to entice them to support the initiative.

“Walang mawawala kung makikipag-tambalan tayo sa mga private land owners, on the contrary, we will be able to forge a much-needed partnership with them.”

The DILG official likewise appealed to landowners to help the government by being open to partnership with their respective LGUs, saying this is an opportune time for them to join in the advocacy in easing traffic congestion.
