Muntinlupa vows to clear sidewalks, public roads
The city government of Muntinlupa vowed to boost local clearing operations on sidewalks and public roads in response to President Rodrigo Duterte's directive to “reclaim public spaces.”
Mayor Jaime Fresnedi ordered concerned departments in the Muntinlupa local government unit (LGU) to strengthen the local clearing operations.
Prior to the pronouncement of President Duterte, Muntinlupa City launched the Task Force Discipline (TFD) in mid-July 2019. Muntinlupa TFD is an inter-department agency tasked to cleare obstructions on public roads and sidewalks, including the removal of illegal structures, illegally-parked vehicles and illegal vendors.
“Muntinlupa City is one with the national government in the clearing of all obstructions and rehabilitation of public roads. We ask the support of every Muntinlupeño for the success of this initiative,” Fresnedi said.
Muntinlupa City Administrator Engr. Allan Cachuela, representing Mayor Fresnedi, convened members of the task force on July 15 to discuss the strategies on clearing the road networks and sidewalks. The task force held a week-long surveillance and presented the report to concerned departments.
On July 22, members of Muntinlupa TFD met with barangay officials to formulate series of operations augmenting the National Government’s thrust to address traffic congestion.
In the preliminary meeting, Cachuela reiterated the urgency of the operations after the DILG released Memorandum Circular 2019-121 to clear roads of illegal structures and constructions. Local government officials were given 60 days to clear roads in their locality starting July 29.
He said the TFD will be conducting 24-hour operations and not just on day-time. The clearing operations of TFD will be in gradual phases while on-going operations of Muntinlupa LGU offices are carried out. Encroachment of stalls in sidewalks, clearing of obstructions, cleaning of garbage along roads, and towing of illegally-parked vehicles are identified priorities in the first phase of the clearing operations. Muntinlupa TFD shall also address proliferation of street dwellers, stray animals, and among others.
The city administrator added that consultation meetings shall also take place with affected groups such as Tricycle Operators and Drivers Association, Vendors Association, Homeowners Association, and other organizations, to ensure sustainability of clearing operations.
Barangay chairmen from Sucat, Buli, Ayala Alabang, Poblacion, and Tunasan who joined the preliminary meeting expressed their support in conducting parallel operations with the City Government.
Further, Muntinlupa TFD conducted an on-site inspection in M.L. Quezon, Alabang viaduct, and Alabang-Zapote Road last July 30 in preparation for an inter-department clearing operation. The task force also carried out a clearing operation on July 31 at Bautista St. in Brgy. Bayanan, Ilaya and Montillano St. in Brgy. Alabang, Alabang Viaduct, and Alabang Public Market. Muntinlupa TFD will be conducting a series of surprise inspections and clearing operations in the next days.
